You know, this very thought came to me just the other day! I have never done this, but I would bet if you used tuna fish cans they would work just fine. I use a tuna fish can for my biscuit cutter and it also doubles as an egg poacher. What I did was to open the lid of the can, use the tuna fish, was it well, and then use the can opener to open the bottom of the can. so what I end up with is really just a ring.
Now to get the shape of the cookie you would want, I think you should draw whatever shape you want, heart, star, etc., and then using tin snips or needle nose pliers bend the tuna fish can to the desired shape.
If you're after something fancy like a santa or angel, then find some clip art and download it and enlarge it to the size you want, and see if you can work with it that way.
Also, I'm wondering if the hardware store might sell strips of aluminum inexpensively that could be worked for the same purpose. I think I'd give it a good wash before I used it for food.
Anyway, that's just what has come to me! Good luck and I'd be interested in hearing what you decided to do.

I used a juice glass before I bought cutters and still do each yr even though I have cutters because my kids expect some round cookies in the mix. They're used to seeing them round. lol

You can use the metal strips from aluminum foil or wax paper rolls-- bend into desired shapes and use as cookie cutters.
They aren't very sturdy, so if you're kids are young, they'll probably bend them out of shape quickly.
