I've found the best cookies to ship are oatmeal, spice, or raisin cookies. Basically cookies made with shortning instead of butter. Butter cookies seem to be more fragile. I package mine by putting two cookies back to back (bottom of cookies) and putting them in a cupcake paper. Then line a box/tin with tissue, stack the cookies snuggly into the box, cover with waxed paper cut to fit, and more tissue if needed to keep them from rattling around. Pack inside a box with popcorn, or plastic store bags crumpled up. I shipped over seas and they were fine and arrived (relatively) intact.
