Resizing photos

I hope this is the right place for this question. I'm learning to use my digital camera and am wondering how I can resize the photos that I take. What program do I need to resize? I took the picture that I use for my avatar, but I had help resizing it and I don't know how it was done. I appreciate any help!!

Diana got me hooked up with a program called irfanview that you can download off the internet onto your computer.
