Well, not exactly clear on what you mean but. If you mean you can only use 1 $3. that's fair. Your only paid for 1 item and got the other free. You can't get $3. off a free one. Is that what you meant? The store only gets coupon reimb. for things it sells.

Most stores will let you stack a store coupon and a manufacture's coupon. But, you aren't suppose to be able to use multiple manufacture's coupons for a purchase.
In other words let's just say:
Walgreen's has a store coupon for $1 off Listerine and you have a B1G1 manufacture's coupon for Listerine. You can use your Manufacture's B1G1 coupon along with two of the $1 off store coupons.
At Walgreen's, Publix and Target you can use the $$ off store coupons on the "free" item. I have asked the managers about it and they have all said it is OK. I do it on a weekly basis. Not sure about other stores since these are the only ones I regularly shop at.
But, if you have a manufacture's coupons for $1 off you cannot use them along with the B1G1 manufacture's coupon. Normally, the coupon will have a disclaimer in the fine print about only using one coupon per purchase, or something to that effect.
Hope that makes some sense and helps.DD (19)

Some stores will let you use 2 coupons but others won't. I like hip2save's deal scenarios, but they don't always work out like they say for me either. Why don't you post your difficulty on the hip2save site and see what they say? I'm curious too.

Around here if you are using a store deal or store coupon you can also use a manufacturer's coupon to go along with the store deal/coupon. But, you can't use 2 manufacturer's coupons on one item...

Kroger won't. At least ours won't. I am suspicious if it's just the cashier at the self checkout. She is a moody thing and not a little lazy.

I finally found the scenario you were talking about. It's a Rite Aid scenario. The $3 coupon say "in ad". Is it a store coupon? Sometimes these scenarios really confuse me.....If it's a store coupon you should be able to use a manufacturers coupon w/it....

Hip2save has ea. stores coupon policy, I think your next step (if you want to persue this ) is to print out Rite Aid's policy and talk to the store manager or call corp. headquarters. It is helpful to post your question on Hip2save as well.
