Don't be discouraged, Wendy! I still get those very same responses (Wal-Mart too! - I found a silk tree with a broken branch & asked for a markdown; was told the same, it was damaged/ they would pull it from the shelf & return to vendor for credit).

My main point is even though there are frequent 'no' answers, you must keep trying in order to find out.

I don't believe this to be regional at all. It's a cultural norm NOT to ask here as well. Several of my friends say the same about here (Dallas area Texas), but the difference is that I ask often & get the discount sometime, but it really does save when a yes is had!

I have haggled about everywhere I buy something (including Walmart and Sears which of course are big chains) %99.9 of the time I get at least a little reduction even off of the sale price. I really haggle just because I enjoy it but its also very nice to get the extra money off. In fact just today I got a $200 jogging stroller that I've had my eye on for $45 just by hagggeling

ETA: I wanted to add that this past weekend we purchased a bedroom set for my son and it was almost half off on sale. The sales guy kept telling me he couldn't mark it down anymore, I said fine so what can you throw in to sweeten the deal then. I left with a posturepedic pillow and a sheet set. Honestly I really didn't need them but it was fun haggeling for them.
