You say as much overtime as he wants in the current job. Does this mean working overtime is optional or is it "expected" that he will work "x" number of hours. Could he cut his hours back without political repercussions to have no overtime?

We have BCBS too. Yes, 1800 is the lowest without loosing our doctors.
Our insurance package has to be State approved.
Overtime is optional. He could go down to 40hrs with out repercussions.
