Help finding $ for hockey rink

OK not really home ownership but I didn't know were to put this cry for help.

Small town, 6000, big into hockey needs a new rink, so we need $ to build, town/gov./city council does not help so the Hockey assosiation needs to get all the $ it's self.

So the question is were, and how do you find grants and low interest loans to build a new rink, and buy the land to build on?

I don't know about grants because I'm in Canada and they are different but our town built a new hockey arena (NHL size) and a 2 lane curling rink. Our town in now in the process of getting a library here and we've been told there are many grants available, we just have to find them.

They had:

~house raffle (brand new home)
~beef raffle or $10,000 (tickets are $100 each but they just keep selling them)
~they also had a quad raffle with tickets at $50 each

They raised much of their money that way and have very little owing on the new building. Also all the labour was done by local people with much of it being donated free.

Talk to anyone in local government and see where they get theirs. My mom used to run a local rescue squad and she had someone who did it for her. I do know that she searched the Internet for said grants. Btw, the grants were everything from $100 for a new C-Collar to $125,000 for a new ambulance.

Also, talk to other hockey leaguers and see how they financed/paid for/begged for theirs. Just a thought.

I don't know if this would go over big where you are but in our area to raffle a Harley is a huge money maker.
