Default Credit cards with 0% balance transfer fees?

a lot of them say there's no fee, but then scroll to the bottom, and it's 3%, so i don't get it. i have one now, by capitalone, and if i transfer, for example, $200 from my amex, it's $200 on capitalone. i'd like to keep it like that, instead of the 3% i've been seeing everywhere.

    anyone have any ideas? thanks!

Some credit card companies offer to allow you to transfer balances at 0% interest and no fees on that transfer. It's best for you to call your credit card company and ask them about any special offers they may have that you qualify for.

I have noticed some are no transfer fee on those sent with application but any after that you have to pay 3% problem is you have no idea of your credit limit.
