For the table, use any kind of glass container..... Tall glasses, wine or chamagn glasses, jars, bowls, ect..... Buy a bag of water softner salt (even a small bag for $2.00 will be more than enough)... Color the salt yelloe with food color, roll it in a jar till colored..... But some of the colored salt in the bottom of the container and put in a votive or tea candle, you can even mostly bury the candle in the salt..... Tie on ribbon or raffia to the outside......... Make some of the hershey's kiss roses that Robin posted... They would be very pretty......

not sure how much it costs so i'm not sure if it will be too much for her budget, but yankee candle will put a message on a label for their votive candles. if you get a catalog from them it is in there are well as on their website. they have labels to choose from that have a wedding theme and you can pick whatever candle scent you want from the tons and tons that they make. my mom did this for my sister's wedding. at other weddings i have seen little bottles of bubbles. wilton makes some that won't stain clothing. other companies make them too, just make sure they say they won't leave stains on clothing. tie a little yellow ribbon around them and maybe add a little silk flower.
i have seen little bells that have a little poem attached to them saying something about everytime someone rings the bell, the bride and groom have to kiss. you can take circles of tulle and fill them with jordan almonds or hershey kisses.
that's all i can think of at the moment. martha stewart has a new wedding edition of her magazine out. sometimes she has some simple ideas in it that won't drive you nuts or break the bank.

I have seen several ideas for throwing a wedding on a budget and they were beautiful ideas. Since her color is yellow she can use wildflowers like daisys, sunflowers, carnations, or roses. Her ideas are endless. You could place widlflowers as center pieces. Ok - my brain isn't working to well right now so I'm probably not making sense but let me look around tomorrow and I'll give you some ideas.

Wedding bell....... Easy to do......
I'm a little jingle bell
I'm here to wish the couple well!
Shake me, ring me loud and clear
When you see ________ & ________appear.
My tinkling sound is here to convey
Your love and good wishes on their special day!
Bring me along to the reception too
So they may share a kiss for you!
