Honestly, it looks like they are screwing you.
If I were you, I would have the rear right panel fixed and remove the scuff marks from the bumper and have a custom collision body shop remove the dent.
In 2004 I had a similar situation happen, but I didn't even bother to call the insurance company about it because I knew that they would total it. I paid $600 to a custom collision body shop to fix my car.
It was a white Chevy Lumina, the hood was destroyed and the front bumper dented and scuffed and the front left quarter panel crunched. I had the hood replaced totally and the custom collision body shop FOUND the hood off of a junk-yard. It was black, but they painted it white. They un-crunched the front left quarter panel and popped out as well as possible the dents in the bumper. They then removed the scuff marks.
I really couldn't even tell anything had happened. It cost me $600 instead of what the insurance would have quotes (probably around $2,750 or $3,000 - just slightly over what my car was worth.)

Sometimes you can keep fighting with them to get your car fixed. Did you only get an estimate from the insurance co? What about taking it to another repair shop for an estimate. That damage absolutely does not look like your car should be totaled. Sometimes we just have to fight for whats right. Insurance companies have no trouble taking your money; but when it comes to a claim you have a fight on your hands. I would do all I could before letting them total the car. Did you look to see what the kelly blue book value is of your car? Hopefully you get to have your car fixed. I understand not wanting or needing a new car payment. Let us know how things work out.

in PA if your car is considered totaled, the insurance pays the KBB value of the car.
Then you have to fix the car up and get a salvage title which means you can drive it but cannot get full coverage. They require pictures and the like just to issue the salvage title and the fees are outrageous.
From your picture the damage doesnt even look bad at all, get more estimates would be my suggestion as long as it stays under "I think" it's 75% of the KBB value it's not totaled.
