Mostly. He said he suspected something was up when I said I wanted to go (I don't normally go unless he's getting an award) but he never dreamed he would actually get the CotY award!
He actually said last year when he got Civilian of the Quarter that there was no way someone like him would get CotY because those usually go to an EMT, Firefighter, or Police Officer who saved a life or something major like that. He's "just" a budget analyst
He was very humbled, very happy, very emotional
