    I'm sorry to hear you have to lock your tools up, but from what I've been told by a few relatives that work in the car business is that you can't trust anyone with your tools.

    Have you always had this trouble with "Joe"? or was he just scatterbrained and forgot to return them?

    When someone takes something whether it is still in the building or not, it's stealing..

    My hubby just had to fire someone for stealing time..

    My neighbor has this problem at his construction company. He's always talking about how someone walks off with his tools, and then he has to hunt them down.

    He gave me the code to his garage, telling me to borrow whatever I needed. While I do, I always let him know before I do. It seems simple, although the OP's case is a bit different, since he was an actual thief.
