I'm not Canadian, but I can answer some of your questions. Yes, the content is different. Licensing is different in various parts of the world, so what's available will be different. We have a lot of the Anthony Bourdain / Bizarre Foods type of food content, but I don't see much in the way of gardening or crafting. The History Channel has quite a collection, though.
Netflix Canada (and other parts of the world) might cater to locals, eventually. It would be interesting to know if that is their plan. Keep in mind, though, that they are only streaming what is available on DVD, except in extremely rare cases. Even then, their selection doesn't appease a lot of people.
