I used to work on the North Slope in Alaska and I would suggest Carharts, I know they are expensive but look around and check every avenue you can because if you are working in those kind of temps you need the quality of the good stuff...........Some places to look are, Welding supply places, Hardware/General stores, check everywhere......I will look around and see.....also and I am sure you and your hubby already know this but layer up on the clothes....
JMHO,

PS. I will look around later on and see what I can find for you....

I'm with leeza. I lived in northern bc for quite a few years. You think to yourself "I can get away with the cheap stuff.... if anything happens I can always get to the car... there's always someone around..." Except there's always situation where someone isnt' around, you get stuck in a dead car on the side of the highway for 2 hours and you can't get a cell signal (if there's even service) etc... go for the good stuff. In those kinds of temps good winter gear is a matter of life or death.

We're lucky here its not a matter of life or death so in the winter on construction sites its sweatshirts (old ones) fannel shirts, t-shirts (which we can end up in by the end of the day), blue jeans, sweatpants over at the beginining of the day, some type of hat and work gloves.
We usually start out all bundled up and strip down as the day goes on. We work opposite as summer. In the summer we try to work on the shady side of a building moving with the sun, in the winter we work in the sun if possible and follow the sun. Keeping fingers limber is the hardest part because brushwork is harder with numb fingers.

My husband works outside quite a lot as he is a building inspector for a near by city. We have been able to get by with the stuff from walmart, but he has learned to layer his clothes. I also made him a 100% wool stocking hat last year to keep his head warm. Of course our winter ended up being too warm for it most of the time, but he did use it few times and he said it kept him warm.
