Hi, I live in Central NY. I use scoopable litter, but I have been looking into these wooden boxes that give your cat privacy and hold the litter box so the litter would fall onto the bottom of this box and you could empty the loose litter back into the cat pan.
Other people have suggested shredded paper. I haven't tried it though, I am afraid with all the paper I have around they might get the wrong idea and go on my magazines or newspaper before I read it! LOL

Go to a local Farm supply and look for wood stove pellets... we use them for our ferrets.. instead of staying pellets when they get wet they sort of expand and stick together. It is pretty easy for us to scoop out the litter.
Although our ferrets do not dig in it, cats digging in it will fling the pellets around just like cat litter, but they are so large they will not drag them out on their feet and half way across the house.
Edited to add:
BTW we found 50lb bags of wood stove pellets for $4.49 at tractor supply

I was going to try and do the newspaper thing. But like you I am afraid of the cat using everything as his litter box. I can't waite until summer so he can go outside for the day.

I used to shred my newspaper and use it as cat liter. It worked fine and I didn't have a problem with the cat using the paper not in the liter box. I think he knew that is where he was supposed to go and went there instead. I use cat liter with our new cat, but I have an enclosed cat liter box (has a lid) so no cat liter is flung anywhere. I also have a cat liter mat that he steps onto when he exits the box (only one way in and out) and it catches any liter that is under his paws. I have not had a problem with cat liter being anywhere but on the mat. I simply pick it up and dump it in the trash.

My best friend has used shredded paper for nearly 20 years. She has never ever had a problem with the cats (she has always had more than one) using anything outside the litter box.
She started them out by mixing shredded paper with the litter her cat was accustomed to. Then the mixture became less litter and more paper.
There is never a smell in her house from this at all. It is far better for the environment, weighs less when you empty it to carry it out, and there is no mess whatsoever. Oh, and she does line the bottom of the litter box with a folded piece of newspaper.
Good luck!
