My splurges are Farouk repair and shine.
Biolage Balm
Joico Keraphix
Bath and Body works (but I usually get a lot for free)
Anything Lancome
another great cheapie is wet n wild liquid eyeliner. I wear the black on top of my lids and it stays on forever!
Physicians Formula tinted moisturizer or Cover Girl.
I also use Cetaphil cleanser and the moisturizer and it lasts forever.
Oh and baby oil for removing eye makeup. If needed.

sometimes mix w/ bkng soda for a good scrub
Purpose or Cetaphil face lotion (whichever is on sale or has xtra bucks at CVS)

My favorite bargain: using plain crushed aspirin (salycic acid) as a facial mask/scrub for effective (yet gentle) exfoliation. Nothing works better (or is cheaper) for me.
My splurge: Aveda's Be Curly line of shampoo, conditioner, and styling products. My hair is truly my only splurge. The products last a long, long time though, since I only need to use small amounts. The giant bottles of shampoo and condtioner last me more than year.

Steals: Suave volumizing mousse, wet and wild retractable eyeliner, physician's formula concealer sticks
Splurges: Nivea bodywash, gillette proglide razors, Lubriderm lotion, Clean and clear dual action moisturizer, Cetaphil (i consider this an upfront expensive product BUT luckily one bottle last my boyfriend and I about 6-8 months so in the long run it isn't expensive)Chele

Steals: clinique facial cleanser (so far one bottle lasting from the fall and still using) CVS version of cetaphil lotion, coconut oil for deep hair conditioning.
Splurge: Loreal mascara, bio-silk leave in hair conditioner.
