I saw those on Chadwick's the other night. They are for women who want to cover their legs but be able to wear open-toed shoes (like sandals). So if you don't like to show your bare legs, you can try to make it look like they're bare when you're really wearing hose. Kinda silly IMO--but maybe I'm missing something?
