White vinegar?

Ok, here comes another one of my stupid questions

Someone mentioned in another thread that she used white vinegar in the final rinse of her laundry. Why? And why is it frugal?
I don't use anything in my mashine for rinsing. Maybe is it due to the water??

Its frgal if you use it in place of softeners. I like it, but cant use it where I live now due to hard water
