Ours does the same thing. Annoys the heck out of me. They starting to staple the price tag to the label on most things. The staples are still annoying! I'm forever stabbing myself getting them off stuff.
Then they stick the stickers on fabric things like purses & shoes and won't sell them to you if the sticker has fallen off GRRR!

That's annoying! My Salvation Army only staples the size to the waistband of jeans. For all other clothes they use a plastic tag thing similar to what is used in stores. The only problem I have with that is it can sometimes make a hole in the t-shirts if I'm not careful removing it.
Maybe your store doesn't know it's a problem? Could you ask talk to them about it? Just a thought.

Our thrift shops do this.
I have complained in the past.
Not sure if your SA feels the same way, but this is the answer I got from a long time manager one day.
The clothing is stapled twice so tags don't get removed and or switched to different garments. The store does not want people reselling the clothes. And or they blame it on the help in the back room. They want speed out of these people. If you take the time to place a tag to do the least damage to the garment, then you are not putting out enough production.

My gosh these are donated items, they have quota to put out that is nuts.
I hate it too when they or anyone puts stickers that have glue sticky enough to glue tires to the road on things right where you see it the most. Argh. Some places even write on the glass item.Married 22 years to Mark

it is just annoying. i have no intention of reselling either of these or anything else i have bought in the past...i wear them and then either consign (the ann taylor maybe) or donate again.
production? speed? craziness....but, that very well may be the reason.
who would even think of switching price tags? but i guess there are people who would.....

Yes, I understand what you mean. Or some thrift shops use the little plastic tag hooks like the stores use. Where the stores put them though the clothing tag or an inside seam the thrift shops may put them thought the front of the garment causing a hole.
I too have complained. I have taken things up to the counter and stated "I would have bought this but you put the tag through the clothing causing a permanent hole in it"
That said, I stopped at the SA today and got 2 nice Pfaltzgraff large serving bowls for $5.00 each and a darling heavy pottery plate with geese on it make by Louisville Pottery for 50 cents! All made in the USA. Sadly Pfaltzgraff is now made in China. That's why I troll the thrift shops for dishes. I won't eat off anything made in China.

A little more info...
Years ago, I worked in a SA for about 5 months.
You don't really want to know what goes on in the back room.
I got a assistant manager fired.
And banged heads with the head manager once too often.
I finally gave 2 weeks notice and was out of there.
It wasn't worth the stress.
Most of the people who work there are PAID a hourly wage.
Just like any other job. Put the production out.

I had some luck complaining about this at our SA. I'd said something to the employees a few times, but no results. So finally I took a beautiful silk shirt up and asked to speak to the manager.
I just told her,"look, I would have happily paid full price for this shirt, but now it's gotten to the discounted tag color stage, and still no one will buy it because you stapled a tag to the front edge of the collar! No one wants a shirt with a hole or tear right on the front collar."
They actually stopped stapling price tags to the silk shirts and now put them on the tag! Hurray for small victories! My advice is complain to the actual manager, no one else can or will change the way they do things in a store but the manager anyway.
