Yes, the icing sugar is powdered confectioner's sugar.
This spread is the same as, or better than Nutella spread.
It would make good fudge balls too; just add less water and mix with hands, rolling into small balls. Then roll the balls in coconut, crushed almonds, peanuts or pecans, rice krispies. The fudge balls could be made as peanut butter balls (just omit cocoa), or as chocolate balls for more variety.

Sounds delicious! Is the cocoa unsweetened or like Nestle Quick? I love Nutella, so I'm sure I'll love this! Thanks so much!

I just use plain unsweetened cocoa in the recipe.
It's quite versatile, and could be used for various Christmas chocolates too, or just some quick bon-bons for yourself or for company.
The only limit is your imagination.
Another way to make this is to wrap a ball of it around a marachino
cherry or a nut, then roll in powdered sugar or crushed nuts/coconut, even dipped in melted chocolate (for added decadence).
When I first made this recipe, the taste reminded me of the Ferrero Rocher chocolates.
