We have really old rattly, and even cracked windows.
Single panes with storms.
Our neighbor will install windows as a side job. So we could have them replaced as we have the money. So, we are thinking of replacing a couple per fall and hopefully spring. This would be easier on the budget than going whole hog and doing a floor at a time.
I read an article in the Boston Globe and it said that spending money on insulation was better than spending money on windows unless the windows rattled or were cracked.
They said that double pane with Low-e coating would pay for itself in 3 to 5 years. It said that the triple pane would take 7 to 10 years.

Our home is over 100 years old and we replaced our windows (all except 3) with double pane, low argon because we were told the same thi ng. We have never regretted it.
Replacing windows and doors and making sure you have lots of insulation in your attic will make a huge difference. For us this cut our heating bill in half. When we put insulation in our walls (there was none) it cut our heating bill in half again.
You can't go wrong in doing either.
