Default I'm confused about my electric bill

DH and I went on the budget plan with our local electric company. It made it easier to budget and our bill was always a surprise. Anyway, we've been on it about 9 months or so. We got our bill today and it said we owe $0 with a $48 credit. I figured the credit thing would happen every once in a while...but I didn't think they would not make me pay.

Does this happen regularly? Or should I call?

A couple times a year, they take a look at your bill, and what they charge you verses what you used. If they charged you more than what you actually use, they would give you a credit. Then they may adjust your budget amount. Since they charged you more than what you used, they may lower your monthly amount.
I know that in the winter months, sometimes they bill us less than we use, so we end up with owing more. In the summer months, we use less, and sometimes our bill goes down. Sometimes it evens its self out, and we break even.
