Natco are a good brand, we buy their spices, chickpeas and lentils. 23p is about right for their chickpeas. Yes those prices are good, rice is nowhere near as cheap as it once was but £1 a kilo or less is good (you can get the supermarket basics rice for about 75p a kilo but I don't know how that would compare quality wise).
I don't have the space to store huge sacks of stuff unfortunately so I just stick to 4kg bags of things or smaller. With the fresh stuff, it's hit and miss, alot of the time I'll do a huge batch cook the day I buy things, or at least get everything prepped and put it in the freezer. The odd thing makes its way to the compost bin though.
Have you ever been to the Wing Yip Chinese store in Ancoats?
