What are you doing when you get the error? What program are you trying to use when you get the error?

If I had to say a time that I see it the most, it would be when I am going to something from yahoo. Then when I click the X to get rid of the screen it knocks me out of yahoo. That is going to things in yahoo mail.

PQB, do you have a spyware sweeper on your machine? If not, well, even if you do, go here and download it. It sounds like you have spyware that is messing with your internet settings.

Let me know if it works or not, don't forget to restart your computer after you clear the spyware. If that doesn't help, please feel free to PM me.
