My brother is looking at buying some property in here in Portland and the tax seems disporportionately high. Is there anyway to "reset" or have the tax re-evaluated. I wasn't living here when the new law went through so I am confused and not sure where to start.
Fyi...
the property is large, the house is small, and the shop is huge.

I have been looking for property with houses about the size of the house and shop together on the same amount of land and the taxes seem to be about 15-30% less on those.

But isn't it going to be based on the RMV (real market value)..............so he would have to pay according to the selling price...........can he get that lower?

He might be able to challenge it ........but I would think that if he is willing to pay X price.......it will be taxed on X..unless he can find a reason why he paid X but it was only worth Y.

took this from a website:

A property owner (or other person who holds an interest in a property that obligates the person to pay the taxes) can appeal the valuation of the property to the local Board of Property Tax Appeals (BOPTA). Petitions to the board must be filed between late October, when the tax statements are mailed, and December 31. Petitions are filed in the office of the county clerk in the county where the property is located. There is no fee for filing an appeal with the BOPTA.


Board hearings are informal, and the property owner is not required to have an attorney present. The owner(s) can sign the petition to the board and represent themselves at the hearing or authorize certain other persons to sign the petition for them. Those persons who can be authorized to sign a petition are explained on the petition form. Hearings are scheduled sometime between the first Monday in February and April 15. The clerk of the board will notify the petitioner of the time and place to appear.

My brother is a little special and has no credit report. And he hasn't filed taxes in ten years. He has paid them through his job just hasn't filed. So he can't just pick any house and have a bank write a mortgage for him.
The owner of this house wants to carry the contract on it. He is in the process of "kicking out" the current tenants. The price is very good. But the taxes are odd.
After closely looking at Portlandmaps dot com, I realized that it actually says the property taxes are about 2000 a year. Total taxes are 3000. Two thousand still seems a little high but I can wrap my brain around it. Three is just crazy. Hmmmm...
I wonder if the street that goes down the side of property is new and they charge over ten years or whatever. I have heard that cities charge individual homeowners for street improvement (gravel to pavement) .

Well... Taxes in Portland are crazy and they just approved more taxes for the schools. I could believe $3000.


I just looked at a house that is a friend's in Portland. I used zillow. It says that her taxes were like $3200 for 2010. It is a three bedroom, 1 bath, 50x100 lot. That is without the new school taxes that they just voted in.
