your dr friend may be trying to not cause hysteria in her / his friends by acting as if it was normal and they also were probably aware of what caused the issue - the childs health status prior to it etc -it may be something that happens to them before so they are use to it
but a nose bleed that causes blood to come from the eyes is definitelly not "normal" and the person should be seen by a dr if that happens.
there is a valve in the tear ducts that is supposed to prevent nose stuff from reaching our eyes - it can be over ridden by alot of nose blowing etc though - but everytime someone blows their nose not even that hard - is not normal.
but then again what is normal anymore lol .
all i know is i have chronic sinus issues -frequent infections - cant do the rinse because it goes down my throat no matter how i stand or hold my head - my mom had the same issues so i am guessing something hereditary is there esp since we dont even live in the same state .
so i assume some sort of malformation somewhere non functioning valve etc .
my eye dr shows special concern about this fact because it could lead to more easily obtained eye infections - especially since i wear contacts .

"There is a valve near the tear duct. If you blow very hard you can cause a malfunction in its flow and the valve can reverse its direction, that is tears usually flow out of the eye into the nasal passage thru this duct. In absence of tears when blowing very hard, air can regurgitate backwards which you are feeling.
It is best not to practice this as it can lead to a permanent malfunction of this valve.
Blow very very gently whenever required only."

and to be honest i am a RN x 25+ years who is not a fan of most dr's , so i am a little biased - in fact ones laziness in doing a proper exam and diagnosis and just using common sense just caused one of my favorite 97 yo patients to have to have major surgery - that could have been avoided .
i just dont anyone to be having bloody tears and think its normal and not get seen by someone - whether a friend medical professional or someone they pay - it should be looked at to have a problem ruled out even if it ends up there is no problem.
